Bill Hayter continues the family ownership of Hayter Engineering as President. Bill holds a BBA Degree from the University of Texas at Austin and has worked with the firm for over 40 Years. As principal and CFO, Bill serves as the firm’s Business Manager and assists numerous clients in the submission of industrial and municipal grant applications to supplement funding for various infrastructure needs. These applications have been submitted to the EDA, TDA, TDED, HUD, TDH, EPA, and TPWD. He has also served as the project manager for utility rate studies for Lamar County Water Supply District and others. Bill has also served as project manager for a large number of municipal comprehensive plans for communities in Northeast Texas.
Mike Donnan serves as a vice president of Hayter Engineering, responsible for staff recruitment and is a part of the financial management team. As a senior project manager Mike offers over 33 years of experience in consulting, planning, design, construction review, bridge inspection, operations and environmental reviews for a wide range of civil works projects. He is a licensed professional engineer and holds a Bachelor of Science Degree in Civil Engineering from the Virginia Military Institute. Prior to his association with Hayter Engineering, Inc., he served as an officer in the U.S. Army Corps of Engineers. Mike joined Hayter Engineering in 1983. He is active in both his civic and professional communities, with memberships in the National and Texas Society of Professional Engineers, the American Society of Civil Engineers, and Water Environment Federation.
Mike Tibbets serves as a vice president of Hayter Engineering. In addition to his role as a senior project manager he is also responsible for staff development and training. As a senior member of the Hayter Management Team, Mike joined the firm in 1989 and has over 25 years of experience in all phases of infrastructure improvements with a particular expertise in water and wastewater treatment process evaluation. Prior to that time he had served as a Staff Engineer with the City of Paris and as a Research Assistant with the Texas Water Resources Institute. As a licensed engineer, Mike holds both a Master of Science in Civil Engineering and a Bachelor of Science in Civil Engineer from Texas A & M University. He has authored numerous publications, his most recent being: “Turning Unused Assets Into Cash: Multi-Agency Cooperation, Texas Style,” TML (Texas Municipal League), Texas Town & City Magazine, February 2014
